- 6 large flour tortillas

- 2 cans (4 oz each) diced green chiles
- 2 cups chicken broth
- 2 tablespoons butter
- 2 tablespoons all-purpose flour
- 1 teaspoon garlic powder
- 1 teaspoon cumin
- 1/2 teaspoon onion powder
- 1/2 teaspoon chili powder
- Salt and pepper, to taste

- 1/2 cup sour cream (optional)
- 1/4 cup fresh cilantro, chopped (optional)

Prepare the Filling:
- In a large skillet, heat the olive oil over medium heat. Add diced onions and sauté until softened, about 3-4 minutes.
- Add the shredded beef (or chicken) to the skillet and heat through. Season with salt and pepper. Remove from heat and set aside.

Make the Green Chili Sauce:
- In a medium saucepan, melt the butter over medium heat. Stir in the flour and cook for 1-2 minutes, until golden and bubbly.
- Slowly whisk in the chicken broth, stirring constantly to avoid lumps.
- Add the diced green chiles, garlic powder, cumin, onion powder, and chili powder. Simmer the sauce for about 5-7 minutes until it thickens. Season with salt and pepper to taste.

Assemble the Burritos:
- Preheat your oven to 350°F (175°C).
- Lay out a tortilla and spread about 2-3 tablespoons of refried beans down the center.
- Add a generous portion of shredded beef (or chicken), then sprinkle some cheese on top.
- Roll the tortilla tightly, folding in the sides, and place it seam-side down in a greased 9×13 baking dish. Repeat with the remaining tortillas.
